FREE SOFTWARE PRODUCTION IN BRAZILIAN STATE-OWNED ENTERPRISES: A CASE STUDY OF SERPRO PROGRAM FOR FREE SOFTWARE

Resumo

The theme of this research project is about free software production inside brazilian government organizations between 2003 and 2018. This research aims to investigate which were the consequences of free softwares production by brazilian state for society. Within the limits of a research that involves the entire Brazilian state was selected a state-owned enterprise for a study case. The brazilian data processing service – SERPRO – is a state company that created a free software incentive program in 2003 (TIBONI, 2014, p. 40). General goal with study case is to understand how one of free softwares produced by SERPRO was built. A bibliometric survey showed that there is absence of researches about free software production by state-owned enterprises so there is a opportunity to contribute with knowledge about dynamics involved in this production. As methodological procedures was defined the following steps for research: a documentary research for identifying free softwares produced by SERPRO between 2003 and 2018; selection of one of these softwares for a case study; selection of a reference model for free software production as comparison parameter; analysis of chosen software and its users and developers. The first, second and third steps of research were concluded and this article presents the results obtained.
